Mental Health Outcomes has participated in the development and support of the Hospital-Based Inpatient Psychiatric Services (HBIPS) Core Measures Set since the project’s inception in 2005. We are pleased that one of our senior staff serves on the Joint Commission’s Psychiatric Core Measures Technical Advisory Panel and that Mental Health Outcomes is the only measurement system with such representation.
MHO has submitted the HBIPS core measure set to the Joint Commission since the pilot study began in 2007. In 2008, the HBIPS core measure set became an optional part of the ORYX® initiative available for use by freestanding psychiatric facilities and general medical/surgical hospitals with inpatient psychiatric units.
The National Quality Forum (NQF) has now endorsed six of the seven HBIPS measures.
HBIPS Requirements
As of January 1, 2011, freestanding psychiatric hospitals accredited under the Joint Commission’s Hospital Accreditation Manual will be required to submit the HBIPS Core Measure Set to fulfill their ORYX requirements. Medical/surgical hospitals with inpatient psychiatric units may elect to use the HBIPS core measure set as one of their four required core measure sets.
Measure Set
All seven measures must be collected when facilities choose to submit the HBIPS core measure set. The measures are as follows:
- Admission Screening for Violence Risk, Substance Use, Psychological Trauma History, and Patient Strengths Completed (HBIPS-1)
- Hours of Physical Restraint Use (HBIPS-2)
- Hours of Seclusion Use (HBIPS-3)
- Patients Discharged on Multiple Antipsychotic Medications (HBIPS-4)
- Patients Discharged on Multiple Antipsychotic Medications with Appropriate Justification (HBIPS-5)
- Post Discharge Continuing Care Plan Created (HBIPS-6)
- Post Discharge Continuing Care Plan Transmitted to Next Level of Care Provider upon Discharge (HBIPS-7)
Data Collection and Reporting
MHO clients can choose to collect HBIPS data using the CQI+™ web portal or hardcopy data collection tools. The CQI+™ web portal also offers a variety of auditing, submission, and analysis reports utilizing the HBIPS data.
MHO clients not required to participate in HBIPS can also choose to collect and compare HBIPS data without submitting to The Joint Commission.
